National Preventive Mechanism
Civil Consultative Body
As of January 1, 2015, the Commissioner for Fundamental Rights performs the tasks related to the national preventive mechanism (hereinafter the “NPM”) pursuant to Article 3 of the Optional Protocol of the Convention against Torture and other Inhuman or Degrading Treatment or Punishment (OPCAT), promulgated by Act CXLIII of 2011.
On November 19, 2014, the Commissioner for Fundamental Rights, in order to utilize the outstanding practical and/or high-level theoretical knowledge of various organizations registered and operating in Hungary relative to the treatment of persons deprived of their liberty, established a Civil Consultative Body (hereinafter the “CCB”). The body comprising eight members, four of them invited, and another four selected as a result of a public call for application, contributed to the performance of the tasks of the NPM with their recommendations and comments.
Upon the expiration of the mandate of the first CCB, the Commissioner for Fundamental Rights has re-established the body for another three years.
The member organizations of the second CCB invited by the Commissioner for Fundamental Rights are the Hungarian Medical Chamber, the Hungarian Psychiatric Association, the Hungarian Dietetic Association, and the Hungarian Bar Association.
The members selected as a result of a public call for application are the Cordelia Foundation for the Rehabilitation of Torture Victims, the Hungarian Helsinki Committee, the Hungarian Civil Liberties Union, and the Validity Foundation.
The new CCB held its inaugural meeting in the Office of the Commissioner for Fundamental Rights on May 16, 2018.
